He was raised in the neighbouring town of Sindelfingen after being born in Stuttgart, West Germany. When he was younger, Hans Emmerich, the affluent proprietor of a garden machinery manufacturing company, funded he extended travels around Europe and North America.
In cooperation with his sister, producer Ute Emmerich, he established Centropolis Picture Productions (now Centropolis Entertainment) in 1985. He also served as director of his breakthrough film, the fantasy Joey.
Later, He was called to the United States by producer Mario Kassar to work as the director of the future action movie Isobar. After the producers rejected Devlin’s rewrite of the script, Roland Emmerich declined the chance to helm, and the Isobar project was ultimately shelved.
