Wiggins was born on April 28, 1980, in Ghent, Belgium, to an Australian father and a British mother.

In Belgium, his father was a professional cyclist. When Wiggins was two years old, his father abandoned the family.

With his mother, Wiggins moved to Villiers Road in Willesden Green, north-west London, and then to a Church Commission flat on the Dibdin House estate in Maida Vale.
