His parents divorced while he was a child, and his mother promptly remarried to Duane Barlow Herbert, who adopted him formally. Herbert’s father remarried as well, but he and his paternal half-siblings were raised in different families and had minimal interaction. Governor Herbert was born and raised in Orem, Utah.
He went to Orem High School and served a two-year mission in the Eastern States Mission for The Church of Jesus Christ of Latter-day Saints.
He later went to Brigham Young University, but did not finish his studies there.

In November 2003, Herbert began campaigning for the Republican nomination for Governor of Utah.
In April 2004, a month before the state convention where the gubernatorial nominee would be decided, Herbert teamed up with then-rival Jon Huntsman, Jr., becoming the latter’s running mate.
The Huntsman-Herbert ticket defeated incumbent governor Olene S. Walker at the convention before going on to win the November election.
Later, Herbert was named lieutenant governor.
