Justin began playing minor ice hockey with the Midwest Elite Hockey League (MEHL) Buffalo Regals. He was only able to play in 22 games in the 2010–11 MEHL season due to a shoulder injury.

He recorded nine assists and thirteen goals during this time. In addition, he assisted in leading the Regals to the state championship finals, where they faced coach Pat LaFontaine of the Long Island Royals, who was impressed by Bailey’s skill and size.
