Palmer served as a Peace Corps volunteer in Liberia, West Africa, between 1971 and 1973. He then worked as a financial aid assistant at the University of Virginia in Charlottesville from 1973 to 1974, a history lecturer at Cuttington College in Suakoko, Liberia from 1974 to 1976, and a history professor at Wake Forest University in Winston-Salem, North Carolina from 1976 to 1980. Palmer began serving in the American Foreign Service in 1982. He served as a vice consul in the Dominican Republic from 1982 to 1984, and a personnel officer in Asuncion, Paraguay, and Montevideo, Uruguay, from 1984 to 1986.
