Regis was born to Francis “Frank” Philbin, an Irish father, and Filomena “Florence,” an Italian mother, into a well-to-do family. His father was a U.S. Marine who spent several years in the Pacific Ocean.

Philbin grew up in the Bronx’s Van Nest neighborhood, where he was raised in a Catholic household. Frank M. Philbin (b.March 1, 1951 – January 27, 2007), his 20-year-younger brother, died of non-Hodgkin lymphoma.

Philbin attended Our Lady of Solace elementary school in the Bronx before enrolling at Cardinal Hayes High School and graduating in 1949. Later, he attended the University of Notre Dame, where he earned a sociology degree in 1953.
