Childhood and Education
On December 6, 1946, in the British Protectorate of Uganda’s Dokolo District, Cecilia Atim Ogwal was born. Opio Boniface and Rosemary Apio are her parents’ names. She attended neighborhood schools in Uganda. She entered in 1967 to pursue a Bachelor of Commerce at the University of East Africa in Nairobi. In 1970, she received her degree from the University of Nairobi. Additionally, Ogwal has a Certificate in Human Resource Management from the Uganda Institute of Management, formerly known as the Institute of Public Administration. She also held two further certificates: one from the Australian public-private partnerships institute and one from the Haggai Institute in Singapore on Christian-based principles.
Professional life and Career
Ogwal was the Liaison Officer for the Return of Ugandan Refugees in Kenya for the Ugandan Embassy from 1979 to 1980. She was the operations manager for the Uganda Advisory Board of Trade from 1980 to 1981. She served as a co-founder of the Housing Finance Bank from 1982 to 1984. From 1981 to 1986, she also presided over the Uganda Development Bank as its president.
Ogwal also entered Ugandan politics and held the position of Acting General Secretary for the Uganda People’s Congress from 1985 until 1992. She was a member of the 1994 Constituent Assembly, which drafted and approved the 1995 Ugandan Constitution. Up until 2004, she also held a prominent position within the UPC political party. Her seat in Lira Municipality was also lost in the 2006 parliamentary elections to Jimmy Akena, the son of UPC founder Milton Obote. In the recently formed Dokolo District, Ogwal ran for and was also elected to the Women’s Representative position in 2011. She ran as a full member of the Forum for Democratic Change party this time around, switching parties.
