In 1969, he started working with CITICORP, and he remained there until 1978. He continued to serve as a Vice President for the same business after that up until 1985. He moved to Los Angeles in 1980 and started working for Citicorp there. Howard started working for the TCW group in 1985, managing high-yield debts and convertible securities. He made the decision to launch his own company in 1995. In 1995, he and five other partners co-founded Oaktree, however they all left the company soon after.
